You have to prevent your hornleaf from multiplying uncontrollably in order to keep your garden pond in balance in the long term.
If the hornleaf spreads too much, fish off some of the plants. This is easy to do with a long-handled rake (€138.00 on Amazon). You should shorten the long tendrils a little about twice a year. Cut off the back end of the main shoot and leave the front part with the young shoot tips in the water. The horn leaf will start to grow again without any problems.
